that includes the citizens of our country. we encourage them if they see something they should say something. that advice, of course, continues to be operative. and we encourage local law enforcement and state officials to be vigilant as they go about their basic business of protecting the american people. at the same time the president is resolute in his refusal to allow this country and our citizens to be terroristed. and there are several things that the president is doing about that. obviously the first is we have engaged this aggressive campaign to counter isil to degrade and ultimately destroy that organization. that's an indication and should be an indication to you and the american public that the president and the federal government are cognizant of the risks and are taking appropriate steps to protect the people. this is the president's top priority. as people go about their business and go about the kind
1:01 pm
of holiday routines that many people rightly look forward to that people can have confidence that our law enforcement professionals that are on duty 24 hours a day 7 days a week are doing the work necessary to keep us safe. they remain vigilant and they continue to use every element of the power and authority of the greatest country in the world to protect our citizens. that is part of what should give people confidence that they can go about their holiday routine. >> on another topic i want to get your reaction to this new saudi-led coalition that is going to be working against the islamic state. can you describe how that's going to work overlapping significantly with the u.s.-led coalition, and do you have any concerns about having saudi arabia heading that operation
1:02 pm
going into the sunni-tensions at play. >> this coalition announced by the saudis was not solely directed towards isil but extremist threats that are threatening all the members of that coalition. so it's certainly broader than isil. the second thing is you've heard me say on a number of occasions as recently as yesterday that we we way this is tribed that that of their activities. i would finally went to great lengths to make it clear, that this is not a substitute
1:03 pm
or a replacement for the 65 member anti-isil coalition, that was built and is being led by the united states of america. she made important contributions to that coalition effort, and going to continue to do so. >> . >> issued a report today that the october 10th missile that iran launched was in violation of the stance, does this afternoon up the pressure for the united states to issue more sanctions on iran or is that potentially complicated the deal. >> julia, i plea that the reference you are making is to a document that is leaked from the u.n. this morning. i won't get ahead of anything to this pan unanimous of experts. i would note that the united states through our ambassador samantha power, raised our
1:04 pm
concerns about this october 10th medium range missile launch, pack on october 21st. and in raising those concerns, ambassador power described that launch as another clear violation of united nations sanctions. so it should be quite clear that this is something that we have been concerned about for a while. and we consider this to be a serious matter that undermined stability. and that's precisely why the united states has raised this issue and pressed it so aggressively. >> the security council. what we also noted at the time, is that a number of the individuals who were connected to that launch, are already subject to significant sanctions by the united states. but i certainly wouldn't rule out. >> you are. >> watching authorities right now, this is los angeles, that news conference on the
1:05 pm
west coast has begun, so we are going to leave the white house news conference with josh earnest. this is the news conference that officials promised. let's listen in. >> that was after talking to the chief deputy superintendent, the chief of police, the school police, and after they reviewed with me the information that had been shared with them. as it remits to one student or our staff that served our students. it is important that in the last four hours this city this community has come together on behalf of our students. our students in the regular schools the students that are in the charter schools that
1:06 pm
are authorized by this school board. we are taking all sorts of precaution, our plant managers are walking the campus. with law enforcement people, our plant managers and principal with law enforcement are looking at all of our schools, both small, large schools, etc. we have made sure that our parents are notified through connect ed, messages and we are repeated that time and time again. those students that walk to school, eses specially young children, neighborhood children, we have had the presence pals meet and administrators meet them at the gate of the school. and they were not december missed until parents came to pick then up, or guardian
1:07 pm
etc. we are don't everything possible to make sure that children are safe. but that also students and parents understand that the precautions we are taking are calming way. of everything in this particular city. not only is it the city of l.a., as you know the school district, represents many independent cities. we have reached out to them. also. there are unincorporated areas in the school district, that we have reached out to. i have notified the state suspect of schools, i have nose fied the secretary of education.
1:08 pm
manely because there are no secrets. somebody has set information that leads us to pause and make sure that we are safe nobody could be more interested in this sitting than our mayor. our mayor and his staff, his staff has joined us early this morning and our mayor is here now, i would like to turn it over to him. >> thank you very much. good morning, everyone. the decision to close the schools is not mine to make. but it is mine to support. as the city of los angeles, since san bernideno, we have seen whether it was our colleagues there who asked for the help of the los angeles police department, as that shooting unfolded. this morning they reached out
1:09 pm
to the los angeles police department, we are here because our first john is to ensure that the people are safe. it is very easy for people to jump co conclusions. in the first few hours is not necessarily how it plays out in later hours. as the investigation unfolds sometimes for a series of days. a decision needs to be made on a matter of minutes. i have been on the phone when we learned of this, when the c.e.o. to ensure that students could travel free on our buss and our rail lines today. without having to worry, because we know a lot of parents have to continue to get to work, and can't even afford to miss one day with local law enforcement here, very extensive and experienced training and leadership that connected the dots nationally on this, it was -- we of course missed
1:10 pm
out and the school district reached out to our federal law enforcement officials who have been extra taxed in recent weeks since san bernideno, but to bring them into this investigation, but it was also in talking to our counter parts in new york, and learning of other places where we realize this wasn't the only city to face that threat. we are certainly here to support our school district, as we can look at these campuses and make sure they are safe. so we will be here our star share intelligence, work with our federal law enforcement officials and do whatever the school districts asks of us. my number one priority is
1:11 pm
keeping the city safe, and i will continue to do that, no matter who reachessous to us. we are incredible my well trained police force, and the people of l.a., whether this pans out as something that could have happened or not, and we may not be able to conclusion that, definitively, i don't want people to say because sometimes thinks don't result in a shooting or don't result in a foiled plot, to not speak up and to not speak out. we need to continue to have people if you see something, say something. visit i watch l.a..com, and learn how you can be more vigilant, as we continue to live our lives here. and the values that we hold of freedom of liberty and make sure also that we are safe.
1:12 pm
[spanish]. >> chief, about to call on you next. >> thank you. the los angeles police department was contacted by l.a. unified school police. chief zimmerman about a very specific threat, that had been delivered in email to a number of people on the school board. after reviewing that threat, we became very concerned, contacted the fbi, and began to the joint terrorism task force, and to get to the school board and the superintendent our bed advice on moving forward.
1:13 pm
in order to do that, the superintendent made a decision, we support the decision as does the mayor. i would say this to people that are critical. it is very easy, in hindsight to criticize a decision based on results that are decided but never have known. it is also easy to criticize a decision, when you have no responsibility for the outcome of the decision. the school district safeguards three-quarters of a million lives every day. when they make a decision, they have to take into account the safety of the children of los angeles. it is irresponsible to criticize that decision at this point. all of us make tough choices. we want to keep our kids
1:14 pm
safe. these tough times. our communities have been flu a lot in recent weeks. do we risk putting our children through the same. >> i am also joined by my partner in law enforcement here. the other half of what keeps the region safe. if it is kay with hi. >> yeah, i wanted to speak. >> thank you very much. especially to be able to add a note of reassurance, that we are working closely together once we became aware of this issue, we immediately came in contact, we have co located our representatives in the emergency operations center. and we then strategically from there started vetting the information that is available to us, working with all of our partners. we are blessed when we come
1:15 pm
together in a way that i think you would be proud of, though we can't really talk about it. a lot of box has been done, and we are working together to ensure that the 700,000 young people who go to elementa. unified are safe, and that we continue to move forward with that common goal. i thank you for that understanding as we deal where this difficulty. i want you to meet the chief of school police, and then i will turn it over to introduce i just want to say again to all of my law enforcement colleagues. our honorable mayor, as indicated before, sometimes we have to make tough decisions as has already been stated. i assure you, that our number one priority is the safety
1:16 pm
and security of our students but our staff as well. based on the information that we have, and we collaborate with our law enforcement partners. and l.a.p.d. has taken a lead on this, as a result of the threat and protocol. i assure you the chief of the police of the school district, that while our campuses are being -- having a walk through, as we speak, that none of our schools will be reopened until not only i feel that we have been given the information through those folks that are out there in the field right now checking the location, buzz the information i will receive based on l. a.p.d.'s continued investigation paced on the collaboration and communication with sheriff mcdonald, the chief, and our federal partners and then
1:17 pm
finally the proofing and concurrence with the superintendent and the board of education, at that time is when we will make a decision to open up our schools and we won't do that until we have taken every measure possible to ensure the safety of our students. >> . i want to thank the mayor. the chief, the sheriff, our chief of police, and the superintendent of schools. on behalf of the entire board, and the entire board has gathered here, in solidarity with this decision, and in support of everyone who is working and has been working through the night, to keep our children, our schools, safe. so that they can return to be the anchors of our community.
1:18 pm
i want you to know also on behalf of the board, that i have never been prouder, to have been over the last few hours. this is how our city has come together around our children. around their families. this is not an easy situation. s in a difficult day for families in los angeles. s in a difficult day for teachers that want nothing more than to teach our kids and give hope for the future. i want you to know that the only thing more important to all of us civic leaders that are gathered here today, the only thing that is more important than the education of our children, is the safety of our children.
1:19 pm
we will make shurna that safety is assured. working together as all of us have, i want to say, again, to the leadership of our community, our labor partners, who have stepped up in every way this morning, our business community. we will need your patience. we will need your understanding. most especially for our families. more than being employees or any other roll, our parents and guardians need to be parents and guardians. so as we move forward throughout the day, we will work with and continue to work with the superintendent his team, law enforcement partners, and we will make sure that we will do everything that we can to help you do your job, and we thank you for keeping our
1:20 pm
communities informed and enganged and making sure that we will be able to continue with the business of public education in los angeles. i want the media and press to know, that i have instructed the district communication officer, to issue half hour information briefs for the rest of the day. so there may be some of them that say we don't have ming new, but i wanted everybody to know as much as possible, i want you to know that we are not going that take questions. this is an investigation. two investigation is not complete. and when the city police who have charge of the investigation, decide that information is available, we will make that information available to you. but we will have no comment until then.
1:21 pm
she will release updates every half hour, thank you very much. >> don't you have a responsible to tell people, all their kids out of school today, and you can't tell us more about the threat? about exactly what led to this decision? you can't answer any questions? >> vice president of the board, superintendent, i will be happy to answer questions now, i want to say something. this is not a day of wasted time. students would prefer to be in school, but this ises an educational process right now. students have learned today, how much we value them. how much we value students. this is an educational experience. there are more valuable to us than any other people in this world. our children's safety, is important enough fortous take this extreme step, we know it is extreme, but we take it with a heart, we take it with
1:22 pm
support of law enforcement, and we believe that we are doing the right thing. to do otherwise, might be unfortunate. rather than maybe, we can't divulge everything we know, and i am sure we would be here for a long time asking questions. >> this the news conference that is taking place in los angeles at this hour. all of the city officials there in unison, and supporting the superintendent of schools who this morning took the step of canceling school for more than 700,000 students that meant that all of the cities 900 schools and 187 charter schools were closed. the superintendent saying that he simply could not take the risk, there was a bomb threat that was emailed to the school district. that same bomb threat apparently was emailed to officials in new york, and they held a news conferences earlier, perhaps you heard elements of a by coastal feud. officials keeping students in
1:23 pm
school, los angeles decided to send their students home. all of them saying that there perhaps might be nerves that are just a little more frayed out on the west coast because of the recent shootings. but again, officials saying that as of now, it will be updating reporters on the half hour, concerning whether or not they will open schools tomorrow, so once again, two situations on two separate coasts the situation on the east coast, being that the schools remain open, the situation on the west coast being that the schools there are closed. and remain closed. >> al jazeera joining us from los angeles lye. dell just mentioned the feud, but have you had a chance to talk to any parents this morning and get their reaction to this decision well given the situation, and the proximity to san bernardino of course parents want every precaution to be
1:24 pm
taken on behalf of the safety of their students and children. now we saw that the superintendent ramon -- while they investigate the threat, but what we heard is that the plant manager, officials and law enforcement are actually walking through all of the campuses right now, to investigate that threat, and to see what is going on. while students remain in place, and are going to be reunited with their parents later today. >> blue society and everything is staying calm, and that this is under control for the time being. we also heard from the elementa. police chief, who seems to make a not so vailed swipe at the police commissioner. who called the moves in l.a.
1:25 pm
to close the schools in the overreaction. >> well, threats were sent out to other school districts as well, including new york city, and yes, that was what was stated earlier today in new york. as you saw that we just had here, the superintendent is being supported for the decision by law enforcement. so there is an abundance of caution being taken offing. >> also during that news conference that you have heard as referencing there were two pieces of information that came out, of course, one big -- the police chief saying he supported the superintendent who september the students home, but also
1:26 pm
we heard from josh earnest preceding that news conference, we want to listen to that -- we will go with charley first, let's listen to that. >> it is very easy to criticize a decision, when you have no responsibility for the outcome of that decision. safeguards three-quarters of a million lives every day. when they make a decision, they have to take into account the safety of the children of los angeles. it is irresponsible paced on facts yet to been determined to criticize that decision at this point. off ol' us make tough
1:27 pm
choices. >> and to summarize what they said at the white house, these decisions are made on a case by case basis that the white house will not be involved that they were going to support the people on the west coast. back out to you, the bottom line being that there are two situations here. this were two threats called into two separate school systems but speak if you would to the fact that nerves on the west coast are very frayed because of what happened in san bernideno, and i have heard people saying what would new york have done had this been on the heels of september 11th. >> well, right, the proximity is a huge pack tor, in this, because there are people here in l.a. that are effected by the shootings over there. and as it was said earlier, in the news conference, these investigations take days to unfold. it takes a long time for them to see where these threats came from, how credibility they are, and what their nature is. but they need to make decisions for what needs to be done in the matter of minutes.
1:28 pm
so the decision to close the school today, is made out of an abundance of caution, so that -- it gives law enforcement and the school district time to see what is actually going on with the nature of the threat is, and gives them time to check out every campus. they said they are going to check out 1,000 campuses today throughout the district to make sure that everything checks out fine. not to alarm anybody on either coast, but this is a time in the nation's history, where everybody is operating out of an abundance of caution, and that is why we saw officials in los angeles surrounding the decision of the superintendent of the schools there. >> everyone is taking the moto, if you see something, say something. it is something that has ben engrained in us.
1:29 pm
that have come to the forefront of everybody's mind. so regardless of what was done in new york, whether they chose not to close their own school district, paced on whatever threat they got, here in los angeles is threat is being taken very seriously. but this one had a level of specifiestive, and the way it cam in made the district officials and law enforcement believe that this is the right decision to make for the day. >> for us on the west coast, as always, we thank you. i know you will be following the events as they warrant. we will be following those events as well. recapping exactly where we are right now, that is there are approximately 700 students in l.a. that have the day off, you are in school, roughly the information that we are getting is that it is the same threat that was called into both school districts a
1:30 pm
different decision made on one coast, than on the other coast, kids in los angeles are not. >> certainly in l.a., the court galvanizing around the school superintendent, and certain rallying supporting that decision of better safe than sorry. >> as always, there are more news straight ahead, stay with us.

out of their homes. the storm is expected to be downgraded to a tropical storm very soon. many the united states, the two early front runners for republicanble nomination will face up on tuesday, a new poll having donald trump surging even further ahead many the race. he will be confronting ted cruz, at a debate that would involve the top nine republican candidates. most people are looking at that. trump has been making the running when he headlines with controversy comments about minorities, and al jazeera allen fisher went to the latest rally in las vegas to see what it was all about, and what people thought. so i heard today that
1:35 pm
announcing 41-14. i like cruz. cruz surging. so what i heard this was on television, so i said oh, i don't know, that sounds bad to me. coming up, cruz surging. then they say the moment -- cruz is surging trump 41, cruz 14, i said wait a minute that's doing on. >> he has changed the play book in the u.s., he called dumb, and his numbers went un, he criticized hispanics and his numbers went up, he called for a complete and total want of muslims he was widely criticized and his numbers still went up. for his supporters he is the only man that can, in the words of his campaign, make america great again. >> i am one of the greatest supporters. i didn't think he had a chance, i didn't take him seriously, the more he talked i realized he is connected with the pace of the

republican party, and what the people want. >> i'm pretty sure he is pretty much trying to tell the truth, and say what he can say about things and i think he has held back even. >> several times during the speech he was interrupted by protestors on gun control, immigration, and the stance on muslims. and that is part of the problem. he excites republicans, but those who don't like him, really don't like hip. >> it was just hater mongering and trying to get people excited. >> why did it come? troll, i am a troll. >> they covered many topics, bringing yells of support. >> he speaks from the house, he is not a politician, his country doesn't need another politician, we need a leader, he is a true leader. >> i love it. i love everything about trump. i support him 100%. everything he said is just wonderful. >> his campaign was expected to come out in weeks, he is still there, still fighting and still the man to beat. allen fisher, al jazeera, las vegas.
1:37 pm
>> mr. trump has some of the latest data 41% of republican support, a big jump up from 28% two months ago. that texas senator, i like that man, ted cruz is up four points since the october poll, 14%, and florida marco rubio has also risen 10 points to 10%. ben carson is there, polling well, but his 18% supporters is now up to nine, and despite having two former presidents in the family, jeb bush has just 3% with a cent report. the more i am joined, the president of sales and company, with researches public opinion, and conducts the des moines register, bloomberg politics, iowa poller, i shouldn't have said that then, i should have said you are an expert who normally gets it right, and donald trump doesn't think
1:38 pm
much of you, doesn't like you much, does he. >> not lately. kind of a running pattern about the polls and so when a poll looks as though that he is not winning then he usually has something to say about it. >> this ises the point, isn't it. >> you found out that they are doing so well. this poll was not that bad of a poll for donald trump. he is go points higher than he was in october when he was losing to ben carson, now ben carson has dropped 15 points ted cruz there is a legitimate surge here in iowa, he jumped 21 points, we looked at the last five caucus cycles we have not had any other candidate have a poll to poll jump that big. so it is a great poll for ted chris, it is a good poll for donald trump. >> des moines, we should point out, is probably a lovely place, but also
1:39 pm
quite a small place. described by bill pryson, i was born in des moines iowa, somebodien had to be, something like that, but it ises important, because come next spring, early spring, it ises going to be the litmus test of where these candidates are going to stand. or nomination, yeah. >> that's right. now the cacueses are february t know if crow have been to iowa, but that's not spring. it is typically the snowiest month. >> okay. all right, so what do you think we will see come springtime. >> well, do yo mean after the caucuses. >> yeah, after the caucus, because february you say is is not that time of year, come springtime, when it ises coming up aehead, who is going to be the person that the republicans are going to choose. >> i edon't make a predictions like that, things
1:40 pm
change very dramatically even in h the days leading up to up to the caucus. we are doing the final poll, the person leading on day one, is sometimes in third or fourth place on day four. the assignment iowa is given is to look at the largest field of any state, and it is sort of -- part of the assignment is to keep an open mind. try them on, test them out, take them for a test ever drive, and see how they wear. pause you will get multiple chances to engang with these, and typically they use iowa wisely may get better. so are you looking forward to meeting donald trump. >> i am looking forward to meeting every candidate. >> oh, dear, a diplomate. thank you very much.
1:41 pm
hope to meet up with you some day now we turn our attention to chili. the country that is asking the international community to help investigate one of the biggest whale strandlings there has ever been. more than 300 say whales were found dead earlier this year in the pacific coast. in southern chili our latin american editor reports. >> normally this time of year, you can see whales heading to the feeding grounds on the tip of south america. instead earlier this year, scientists discover add mass graveyard. first 30 dead whales and then another 307, in a remote fourths. a discovery that is baffling experts. marine biologist took part in the first expedition to try to discover the cause.

in samples taken we found readied, it is a paralyzing toxin, but we can't say what the cause was either. why these whales and no other animals if that was the case, we should have found other dead. an expert insists there more possible causes despite the red tide. >> it could be a virus, that effects the hearing system. that would explain why there were beached another reason is if they run into rocks would change the maggietism, which can disorient them. >> for more than a century,

whales were widely hunted here, and all the way up chilly's pacific coast. earn for fuel. today killing whales is illegal, and now scientists are calling to help discover what is killing the whales that are dying on these shores. is which thing that should be studied in more detail, that is why we are asking for cooperation of the international -- from the international committee. >> this particular mass death is considered the largest registered in such a short period of time. and a mystery scientists are anxious to resolve. in order hopefully to be able to prevent a repetition. >> al jazeera.
